<p>a. Presentation of car wash tickets to City Employees from the Arcadia Chinese Association.</p>

<p>REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK</p>
<p>1. CONSENT CALENDAR</p>
<p>All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the City Council request that specific items be removed from the Consent Calendar for separate discussion.</p>
<p>a. Approve the Special Meeting Minutes of December 15, 2011, Regular Meeting Minutes of January 17, 2012 and Special Meeting Minutes of January 24, 2012.<br />
Recommended Action: Approve</p>
<p>b. Continue in place Resolution No. 6811 ratifying the proclamation of the existence of a local emergency within the City issued on December 1, 2011 pertaining to the extreme wind event which began on November 30, 2011.<br />
Recommended Action: Review and continue in place</p>
<p>c. Adopt Resolution No. 6816 declaring that weeds, brush, rubbish and refuse upon or in front of specified property in the City are a seasonal and recurrent public nuisance and declaring its intention to provide for the abatement thereof and to schedule the protest public hearing for February 21, 2012.<br />
Recommended Action: Adopt</p>
<p>d. Authorize and direct the City Manager to execute a one (1) year contract extension with Vargas Olson Enterprises, Inc. for Construction Maintenance Services at various City facilities in an amount not to exceed $105,770.<br />
Recommended Action: Approve</p>
<p>e. Authorize and direct the City Manager to execute a one (1) year contract extension with Waste Management Curbside, LLC for residential collection of household hazardous waste in the amount of $20,000.<br />
Recommended Action: Approve</p>
<p>f. Authorize and direct the City Manager to execute a purchase order contract to West-Lite Supply Company, Inc. for the purchase of electrical lighting and accessories in the amount not to exceed $46,574.69.<br />
Recommended Action: Approve</p>
<p>g. Authorize and direct the City Manager to execute a Professional Services Agreement with Cumming for Construction Support Services for the City Hall Internal Renovation Project in the amount of $40,000 including a 10% contingency and approve an appropriation in the amount of $44,000 from the Capital Outlay Fund.<br />
Recommended Action: Approve</p>
<p>2. CITY MANAGER ITEMS</p>
<p>a. “Sustainable Arcadia” – Update and progress on the City’s Resource Sustainability Policies and Programs.<br />
Recommended Action: Adopt the Sustainable Arcadia Program as City policy consistent with the General Plan and adopt the Resource Protection and Sustainability Report as a single, coordinated policy document to direct City efforts and actions on environmental programs.</p>
<p>b. Authorize and direct the City Manager to execute a Professional Services Agreement with La Canada Design Group for Architectural Design Services for the City Hall External Renovation Project in the amount of $36,527 including a 10% contingency and approve an appropriation in the amount of $40,200 from the Capital Outlay Fund.<br />
Recommended Action: Approve</p>

<p><a href="http://arcadiasbest.com/wp-content/uploads/Bill_Veeck_Book_Cover.jpg"><img class="alignright size-large wp-image-11610" title="Bill_Veeck_Book_Cover" src="http://arcadiasbest.com/wp-content/uploads/Bill_Veeck_Book_Cover-159x240.jpg" alt="" width="127" height="192" /></a>&#8220;VeeckFest&#8221; will feature Terry Cannon of the Pasadena-based nonprofit Baseball Reliquary introducing <a href="http://www.pauldicksonbooks.com/">Paul Dickson</a>, the author of a book being published in April, <em><a href="http://www.walkerbooks.com/books/catalog.php?key=916">Bill Veeck: Baseball&#8217;s Greatest Maverick</a></em>. Dickson will speak from 1 p.m. &#8211; 1:30 p.m., followed by a panel hosted by Dickson from 1:30 p.m. &#8211; 3 p.m. , including sports writers John Schulian, Ron Rapoport, and Ken Solarz.</p>
<p>The DVD film screening, including excerpts of sound home movie footage of the Veeck from 3 p.m. &#8211; 4 p.m. will be followed by a book signing from 4 p.m. &#8211; 5 p.m.</p>
<p>The Veeck exhibition will run at the Library from April 9-May 24.</p>
<p><a href="http://arcadiasbest.com/wp-content/uploads/Swinging_for_the_Fences_Flyer_Low-Res.jpg"><img class="alignleft size-large wp-image-11611" title="Swinging_for_the_Fences_Flyer_Low-Res" src="http://arcadiasbest.com/wp-content/uploads/Swinging_for_the_Fences_Flyer_Low-Res-310x240.jpg" alt="" width="217" height="168" /></a>Veeck was one of the most influential baseball men of the 20th century, a legendary promoter and civil rights figure who is noted as the owner who brought the midget Eddie Gaedel to the plate as a pinch-hitter in 1951 for the St. Louis Browns and who signed Larry Doby to a contract with the Cleveland Indians in 1947 as the first African-American to play in the American League.<br />
The exhibition will cover the entire life and times of Veeck through photographs, documents, artworks, and artifacts.</p>

			</div><div style="clear:both"></div><div style="padding-bottom:4px;"></div><p>The<a href="http://www.arcadiacachamber.org"> Arcadia Chamber of Commerce</a> and the <a href="http://theaar.com/">Arcadia Association of Realtors®</a> are once again partnering to present a forum on March 7 for the public to meet and hear from all five candidates running for two City Council seats up for election in March/April.</p>
<p>The free Meet the Candidates Forum will be held at 7 p.m. Wednesday, March 7, in the auditorium of the <a href="http://www.ci.arcadia.ca.us/home/index.asp?page=664">Arcadia Public Library</a>. Seating for 175 attendees will be on a first-come, first-served basis, so please arrive early to ensure a seat. Light refreshments will be provided by the AAR.</p>
<p>Although election day is technically April 10, for the first time there will be no polls open on that date or any other. Mail-in ballots will be mailed to voters March 12 and must be returned and received no later than April 10. With voters having the option of completing and returning their ballots in mid-March, AAR and the Chamber feel it is very important to hold the forum early in the process.<br />
AAR and the Chamber teamed up for a similar forum in 2010 that was standing-room only at the Woman’s Club of Arcadia, and for several elections over the past years.</p>
<p>All five candidates have already agreed to attend to the forum: former Mayor John Wuo, Sho Tay, Henry Nunez, incumbent current Mayor Gary Kovacic, and Mary Dougherty.</p>
<p>Chamber Executive Director Scott Hettrick and AAR Board of Director member Andy Bencosme will co-moderate the forum, with each asking questions of the candidates after initial self-introductions by each candidate. Written questions will be accepted from the audience, with as many as possible being asked of the candidates.</p>

He spent a decade as a float mechanic for the Pasadena Tournament of Roses and most recently worked for the Arcadia School District.</p>
<p>Dedicated to the Arcadia High School music program and known as Mr. Fix-it, Ed fabricated customized instrument and uniform racks, furnished his personal trailer for transporting equipment, and extensively supported the percussion section, serving on the pit crew and traveling to regional and national competitions.<br />
For many years during the holidays Ed delivered donated items collected from Arcadia Unified School District families to the White Mountain Apache Tribe in Arizona, building goodwill, and ultimately developing a bond with Apache people who welcomed him, sharing special ceremonies and cultural traditions.</p>
<p>Ed was born on June 5, 1943 at St. Luke’s Hospital in Altadena and spent his entire life in Arcadia raising a family, working, owning businesses, and volunteering his time and skills to the community.<br />
Ed served in the Army National Guard and later graduated from the Rio Hondo Police Academy, serving as an Arcadia Police Reserve Officer from 1983-1991.<br />
As a businessman and Reserve Officer, he was involved with the Youth Safety Run sponsored by the Police Advisory Council for Car Clubs (PACCC).</p>
<p>Ed is survived by his wife of 45 years, Terry, daughters Anne (Michelle Hoy), Sandra, Carol (Rick Brandt) and Sarah, granddaughters Deanna, Samantha and Sara Gelfand, his sister Deborah Lee Schmidt, and his loyal dog, Duke, along with many relatives and friends.</p>
<p>A celebration of Ed’s life will be held at 1 p.m. Sunday, Feb. 12 in the Arcadia High School North Gym. In lieu of flowers, donations may be made to Arcadia High School and designated for the Ed Schreiner Percussion Scholarship.</p>
