Arcadia Chamber of Commerce 2018 Citizen of the year: Carol Libby


Carol and her late husband Hal purchased the Libby Family home in 1956, the home Hal’s parents bought in 1938, so that another generation could enjoy the benefits of living in Arcadia and attending its schools.

Carol’s interest in community volunteer service began early in the 1960’s when she walked her neighborhoods in support of Arcadia’s schools and bond elections. A position on the Sister City Commission in 1967 led to service there until 1978. Involvement in the PTA was her next step in her volunteering career. She was President of First Avenue PTA, Baldwin Stocker PTA and Arcadia Council PTA. In 1977, Carol served as Chairman of the successful Base Revenue Election. She received a Golden Apple Award from the Northwest San Gabriel Valley Administration Association in recognition of continued outstanding service to the schools and community. Carol received an honorary service award and continuing service award from Baldwin Stocker School PTA.

For more than 25 years, Carol volunteered at the Los Angeles County Arboretum and Botanic Garden. In appreciation for her

length of service, she was awarded an honorary Life Time membership in the organization.

Carol became active in the Arcadia Historical Society in 1986, she served as President for a number of years and acted as curator of the society’s museum from 1995 to 2001. She received Arcadia’s “City Appreciation Award” for her work in the restoration of the Hugo Reid Family Statue in 2003. She served as chairman of the history committee of the Arcadia Centennial Commission in 2003 and served on the Historical Museum Commission from 2000 to 2008. Carol has served on the Society’s Historical Marker Committee since its inception in 2008. These markets, eleven in all, are located throughout Arcadia representing significant landmarks in Arcadia’s history.

Carol completed Faces and Footprints in Arcadia’s History in 2014, Chronicles of Arcadia in 2012 and co- authored Arcadia, California ( images of America Series) in 2008. Her “Historical Tidbits” appear weekly on a website.

In recognition of her devotion and dedication to maintain and preserve the City of Arcadia, she was awarded the 1977 Arcadia Citizen of the year, the 2001 and 2016 Senior Citizen Award, The Arcadia Chinese Association Award 2002, and the City of Arcadia Mayor’s Certificate of Commendation In February 2017 and Congresswoman Judy Chu’s Woman of the Year Award in April 2017.

At present, Carol serves on the Arcadia Police Foundation, the Arcadia Community Coordinating Council, the Arcadia Historical Society and the Friends of the Society.

Carol and Hal are the proud parents of four children, five grandchildren and four great- grand children. She holds a B.A degree in Education and a M. A. degree in Child Development.
