For the period of Sunday, December 3rd through Saturday, December 9th, the Police Department responded to 970 calls for service, of which 102 required formal investigations. The following is a summary report of some of the incidents handled by the Department during this period.
Sunday, December 3:
1. At 2:29 a.m., officers responded to the intersection of Huntington Drive and Santa Clara
Street regarding a stolen vehicle in the area. The officers located the vehicle and conducted
a traffic stop. A 58-year-old male from Pasadena was arrested and transported to the
Arcadia City Jail for booking.
2. At 6:38 a.m., officers responded to a residence in the 900 block of Park Avenue regarding
a domestic violence report. The male suspect held his girlfriend down and choked her. He
threatened to kill her and took her cellphone to prevent her from calling for help. The
suspect eventually agreed to drive the victim home. The victim sustained visible injuries.
Officers located the 22-year-old male from Arcadia. He was arrested and transported to the
Arcadia City Jail for booking.
3. At 12:56 p.m., officers responded to Rebag, 400 South Baldwin Avenue, regarding a smash
and grab theft that had just occurred. Four suspects entered the location and used hammers
to smash glass display cases. The suspects stole high valued purses and watches before
fleeing the scene in a white Infinity sedan.PLANNING COMMISSION MEETING UPDATE
On December 12, 2023, the Planning Commission unanimously approved one public
hearing item. The appeal period for this item ends on Friday, December 22, 2023.
Contemporary Style Condominium Development – Multiple Family Architectural
Design Review No. MFADR 22-01, Tentative Tract Map No. TTM 22-01, and Healthy
Tree Removal Permit No. TRH 22-04 at 918 Arcadia Avenue
The item before the Planning Commission was a multi-family residential condominium
development at 918 Arcadia Avenue. The development involves demolishing all existing
structures and constructing a new, eight-unit, three-story, contemporary style
condominium development. The Applicant is requesting to remove two (2) protected
Canary Island pine trees to accommodate the project. All units will be between 1,860 to
1,910 square feet in floor area and contain three (3) bedrooms. Each unit will have a 20’
x 23’ two-car garage that will be accessed from the shared driveway, and pedestrian
access from a walkway on the east side of the property. The site will include guest parking
spaces throughout, and a bicycle rack and trash enclosure at the property’s rear. The
surrounding neighborhood has no dominant architecture and the Project’s contemporary
architectural style is compatible with nearby properties. The Commissioners had
concerns about a proposed communal fire pit and emergency services access at the
proposed pedestrian gate, however, they were sufficiently addressed by staff. The project
was found to comply with the Subdivision Map Act, Development Code, and Multi-family
Design Guidelines, and all required findings could be made. The Planning Commission
was in favor of the proposal, and unanimously approved the project.
Report concerning Citywide Re-Zoning Effort to Implement the Housing Element
and Submittal to the State Department of Housing and Community Development
The Development Services Department is in the final stages of preparing a suite of
rezones and text amendments as the first step in implementing the City’s Housing
Element, which was approved in February 2022. In advance of the upcoming public
hearing, to be held early 2024, the Planning Commission was given an overview of the
current efforts to implement the Housing Element and the status of the latest submittal to
the State Department of Housing and Community Development. Assistant City
Manager/Development Services Director, Jason Kruckeberg, explained why the
proposed changes are needed to implement the Housing Element and ensure the City
meets existing and future housing needs. The Planning Commission will be asked to
provide a recommendation to the City Council on these items at the upcoming public
hearing.
Monday, December 4:
4. At 3:15 p.m., an officer responded to a residence in the 1100 block of Encino Avenue
regarding an argument between two pest control workers. One man pulled out a firearm
and pointed it at his coworker. The victim punched the suspect in the face and disarmed
him. The suspect fled the scene prior to the officer’s arrival.
Tuesday, December 5:
5. At 10:28 a.m., officers were patrolling the parking lot of Chase Bank, 700 West Huntington
Drive, when they observed a subject defecating in the bushes. The 62-year-old male
transient was issued a citation.
6. At 2:00 p.m., officers responded to 805 West Duarte Road regarding a male subject in the
stairwell with no pants. Officers located the subject and discovered he had two outstanding
warrants for his arrest. The 33-year-old male transient was arrested and transported to the
Arcadia City Jail for booking.
Wednesday, December 6:
7. At 8:44 p.m., officers responded to a residence in the 200 block of West Wistaria Avenue
regarding an audible alarm. Unknown suspect(s) entered an unlocked garage door and
attempted to pry the interior door leading into the residence causing the alarm to sound. No
entry was made, and no suspects were located.
Thursday, December 7:
8. At 11:52 p.m., officers were patrolling the Metro Transit Plaza, 201 North First Avenue,
due to subjects seen tampering with city property to charge their electronic devices.
Officers contacted several subjects in the area and discovered one of them had an
outstanding warrant for his arrest. He was also in possession of methamphetamine and
needles. The 50-year-old transient was arrested and transported to the Arcadia City Jail for
booking.
Friday, December 8:
9. At 2:38 a.m., an officer responded to the 400 block of Harvard Drive regarding an
activation of an Arcadia Police Department GPS tracker. Arcadia PD detectives had
previously deployed decoy packages containing bait property and tracking devices to
combat the increase in package thefts from residential areas. Officers located two suspects
in possession of the package and two crowbars. One suspect had an outstanding warrant
for his arrest. The 39-year-old male and 32-year-old female, both from Victorville, were
arrested and transported to the Arcadia City Jail for booking.
10. At 10:05 p.m., officers responded to Café Fusion, 510 East Live Oak Avenue, regarding
the report of a stolen vehicle. The victim returned to the place where he parked his car on
6th Avenue to find it had been stolen. At 11:55 p.m. an officer located the stolen vehicle in3
the parking lot of a 7-Eleven. The driver was found to be in possession of drug
paraphernalia and stolen mail. The 45-year-old male from El Monte was arrested and
transported to the Arcadia City Jail for booking.
Saturday, December 9:
11. At 12:46 a.m., officers responded to California Thoroughbred Breeders Association, 201
Colorado Place, regarding a subject who set up a tent and was refusing to leave. The 24-
year-old male transient was arrested for trespassing and was transported to the Arcadia City
Jail for booking.
12. At 10:04 a.m., officers responded to a residence in the 200 block of West Le Roy Avenue,
regarding a burglary report. An unknown suspect forced entry by smashing a rear glass
sliding door. The suspect ransacked several rooms before fleeing the scene. The suspect
was described as approximately 5 feet 8 to 5 feet 11 inches tall, 190 pounds, wearing a blue
hat, a blue jacket, blue pants, and black shoes with white gloves.
13. At 10:57 p.m., officers responded to the parking lot of Arcadia Center, 645 West Duarte
Road, regarding a vehicle burglary report. The victim was sitting in her car when the
suspect smashed her front passenger side window. The suspect reached inside and stole the
victim’s purse before fleeing the scene in a gray vehicle.
14. 11:41 p.m., an officer patrolling the area of Goldring Road and Kardashian Avenue,
attempted to contact a male subject seen tampering with the engine of a vehicle. The subject
fled from the officer in a black vehicle and crashed into a fence before fleeing the scene on
foot. The officer found marijuana, cough syrup, numerous pills, scales, and other
paraphernalia commonly used with drug sales inside the vehicle.
