The Planning Services Division received an application for preliminary review of a new Starbucks Café with a drive- through and outdoor seating area at 201 & 203 East
Duarte Road (corner of Duarte Road and Second Avenue). The purpose of the preliminary review is to obtain comments and concerns from all the various departments
to give the Applicant an opportunity to address any major issues in advance of formally filing an application with the City.
This property has been vacant for nearly two decades and the request is to merge the two lots into one lot to accommodate a new 2,400 square foot café with indoor and outdoor seating. The café will follow Starbucks current model of offering greater drive-through service and less space for indoor dining. As such, the current design includes a contemporary, and it will utilize natural materials and neutral colors, which will complement the surrounding
area. Extensive landscaping throughout the site will provide buffers to the adjacent residential uses and create a pleasant streetscape for pedestrians. A mural is proposed for the building façade which fronts Second Avenue, which will provide a pop of color. This is a
preliminary application; no formal entitlements have been filed with the City yet.
