Stables from Baldwin’s racetrack became storehouses and barracks. The command headquarters, officers’ quarters, a hospital and machine shops were constructed. A high wire fence encircled the entire base. The training was balloon observation for the Army’s artillery. In World War I, observation balloons directed artillery fire. About thirty-five hundred trainees served at Ross Field, more than the approximately two thousand residents of Arcadia at that time.
